Norman advises on Public and Regulatory Law, including Constitutional, Administrative and European Law. He represents his clients in administrative proceedings, legal disputes before specialized courts and the positioning in terms of legal policy. He advises investors, companies and entities of the public sector on complex regulatory issues relating to their products and services and supports them in corporate transactions (M&A), compliance investigations and corporate legal matters relating to public law.

Norman specializes on the regulation of modern mobility concepts (e.g. air taxis and e-scooters), Public Transport Law and Aviation Law. Another focus of his practice is in the area of digitization and connectivity, in particular regarding the processing of (personal) data, the implementation of artificial intelligence and the rollout of 5G technology. In this area, he advises on Data Protection, Media and Telecommunications Law.

In the course of the Covid 19 crisis, Norman provides in-depth advice on Infection Protection law, State Aid Law and compensation issues in the area of state liability.

Norman is the author of numerous publications in the field of Public and Regulatory Law and lecturer for Public Law (Basic and Human Rights) at the Department of Police and Security Management of the Berlin School of Economics and Law (HWR).
